こういう感じの.htaccessがセットされていたら、.htaccessのあるディレクトリにアクセスしたときに、リクエストされたファイル、ディレクトリがなければ「RewriteRule . /index.php [L]」の処理をします。
という意味だと思う。多分。mod_rewrite奥が深いですね
